The genesis of the National Capital Region lies in the recommendations of the first Master
Plan for Delhi (MPD) notified in 1962 wherein, a broad area consisting of the Union
Territory of Delhi and a few ring towns around it was conceived for being developed as a
metropolitan region to reduce the population pressure on Delhi.

The National Capital Region Planning Board which was constituted in 1985 has the mandate
for preparing a Plan for the development of the National Capital Region and for
coordinating & monitoring the implementation of such Plan and for evolving harmonized
policies for the control of land-uses and development of infrastructure in the region so
as to avoid any haphazard development thereof.

The issue of rate of interest on National Capital Region Planning Board (NCRPB) funded
schemes was discussed in the meeting of the Project Sanctioning & Monitoring Group-I
(PSMG-I) on 5 March 2004 chaired by the Secretary. Ministry of Urban Development &
